You can easily get married on the Dutch side, but the French side requires more effort, too much for most people. The Dutch side renovated their wedding hall in 2011. It's a medium sized room, seating 24, in their government complex on the Salt Pond in Philipsburg. The hall is free, although there are several government charges. Generally, you can have the ceremony performed by a government official elsewhere: on the beach, in a restaurant, etc. The Dutch side marriage requirements are listed here.
